APEX Universal Group Limited and Beijing Construction Engineering Group International Successfully Hold Coordination Meeting for Barbados Affordable Housing Project

APEX Universal Group Limited and Beijing Construction Engineering Group International Co., Ltd. (hereinafter referred to as “BCEGI”) successfully convened a high-level coordination meeting in Barbados for the nation’s flagship 500-unit affordable housing project. The two parties reached important consensus on key areas including design optimization, cost estimation, and construction planning. Senior Minister Duguid from the Office of the Prime Minister of Barbados, as well as the Director of the Permanent Secretary’s Office of the Ministry of Housing, attended the meeting. 1. Multi-Party Collaboration to Deliver a Blueprint for Livelihoods

The meeting was chaired by Mr. Ma Shulong, Deputy General Manager of BCEGI. Also in attendance were Ms. Ma Lan, Head of BCEGI’s Caribbean Division; Mr. Liu Ye, Chairman of APEX Universal Group Limited; and Ms. Liu Yuhan from APEX’s International Department. The discussion focused on three core themes: design optimization, cost control, and construction timelines.

Government representatives of Barbados expressed strong support for the technical soundness and practical feasibility of the Chinese-proposed solutions, emphasizing the project’s alignment with Barbados’s 2025 Sustainable Development Strategy and its expected impact on thousands of local households.

2. China-Barbados Partnership Strengthened Through Livelihood Projects

Senior Minister Duguid stated:

“This affordable housing initiative is a vivid example of the deepening economic cooperation between Barbados and China. It is also a key manifestation of China’s Belt and Road Initiative in the Caribbean region.” 

The Chinese side will draw on proven domestic affordable housing expertise and adapt it to local tropical climate conditions to ensure the project meets international standards in earthquake resistance, energy efficiency, and senior-friendly design.

3. A New Chapter for Chinese Enterprises in Overseas Livelihood Projects 

As one of the leading economies in the Caribbean, Barbados is currently facing the dual challenge of housing shortages and rapid urbanization. According to national development plans, the government aims to significantly increase housing supply within the next two years.

The 500-unit project, jointly developed by APEX Universal Group and BCEGI, is a key strategic initiative to address this gap. Once completed, the project will not only improve living conditions for low-income families but also stimulate local economic transformation through technology transfer, skills development, and supply chain integration.

The meeting confirmed that the project will be launched in phases, with groundbreaking scheduled for December 2025. A joint task force will be established to maintain regular communication with the Barbadian government, ensuring transparency and efficiency throughout the implementation process.
